In 99% of cases you are doing it wrong then, 3% buff vs 6% buff - the ranged dps would have to deal twice the damage of the tank for the buff to be better on them instead of the tank - and if everyone is equally pushing buttons, tank should be at around 70% of the damage of a ranged dps.
